Mapas Culturais is a tool that allows the organization of information about cultural agents, spaces, events and projects in a municipality, state or country, mapping such data. The platform can be fed and consulted by public managers and citizens in a collaborative way, generating in a single system a database on the local culture. Access to this information contributes to the creation of more efficient public policies and so that the population disseminates, knows and participates of the cultural production of its locality.

Like all technological solutions developed by Instituto TIM, Mapas Culturais is a free software.

Mapas Culturais was developed in 2014 in partnership with the Municipal Department of Culture of São Paulo, the first municipality to install the platform. In 2017, the Ministry of Culture started providing the platform via SaaS (software as a service) to all states and municipalities interested in implementing it.

The municipal and state departments and other government agencies that wish to have a Mapas Culturais deployment can do this in two ways: download the source code and install and customize the platform on its own server, or adhere to the SaaS model provided by the Ministry of Culture, without any cost of infrastructure and configuration. There is also the option to create an app for the population to check the cultural agenda of their locality.

With the tool, both public managers and citizens can register and consult information about cultural agents, spaces, events and projects of their city or state. In addition, the platform offers several functionalities to managers: the creation of official records of the registry, which can be listed from a filter; the launching of public notices in the tool itself, including the control of the list of registrants and the dissemination of results; the export of data in CSV spreadsheets for reporting, among other utilities. For cultural agents, the platform gives visibility to their work and allows them to know other initiatives.

All installations that are created using the SaaS model have their data automatically integrated with the National System for Cultural Information and Indicators (SNIIC) of the Ministry of Culture, which also uses Mapas Culturais software. The states that adhere to this model may allow municipalities to create their facilities via SaaS from the same domain, also with data integration.





The solution consists of software (back-end and front-end) and an app for iOS and Android.

  • Back-end: Slim Framework (PHP) and PostgreSQL data base
  • Front-end: Angular (JavaScript) framework
  • App: cross-platform Cordova (iOS e Android) framework

All these technologies are free.





Mapas Culturais is a free software (AGPL v3 License). Programmers and developers can access the source code, use and change the tool in any way they want, for whatever purpose they want, for free.
